8. You are, ex officio,

ex officio, a member of the Executive Council of Hong Kong. You are also a member of the Governor's Security Committee, the principal security policy committee in Hong Kong. In your absence, the Acting Commander British Forces is to take your place on both these bodies.

COMMAND

9. You are responsible to the Chief of the Defence Staff.

You are to exercise:

Full command of permanently assigned land forces.

Operational command of permanently assigned naval and

air forces.

c.

Operational command of land forces reinfereements temporarily assigned to you from the time specified in the assignment instructions.

d. Operational control of naval forces temporarily assigned to you as they enter your operational area.

e.

Operational control of air forces temporarily assigned to you from the time specified in the assignment instructions.

10.

Operational command of land, sea and air forces which are or which may be assigned to you will normally be delegated by you to be exercised on your behalf by Commander Land Forces, Captain-in-Charge Hong Kong and Commander Royal Air Force Hong Kong respectively. You are to issue directives to these officers, setting out their responsibilities to you for the operation of these forces.
