POLICE TACTICAL UNIT (PTU) EXPANSION PLAN
APPENDIX 2 TO ANNEX B TO ATTACHMENT TO CDS 7/87 (REVISED)
1. Basic IS Duties. To match increases in the population and
the division of the New Territories into 2 separate Regions, plans are in hand to expand the Police's IS capability. Currently, Regions and Districts are able to deploy 11,000 Police personnel trained in IS duties. By 1991 the Police would have the capability to deploy 14,000 IS-trained personnel. At present the PTU can provide 6 companies (each of 170 men) to reinforce Regional or District IS units; these will increase
to 8 by 1991.
2. IS Cordon Control and Key Point (KP) Guarding. At present, if an IS situation was deteriorating to a level which the Police could no longer handle, the Garrison could assist by undertaking Cordon Control and KP guarding duties. The RHKP Expansion Plan is expected to cater for both these tasks - with KP guarding possibly being carried out by the Royal Hong Kong Auxiliary Police Force (APF).
3. Border Control Illegal Immigrant Duties (IID). When there is no IS threat, the personnel in paras 1 and 2 would be deployed on regular police or special anti-crime operations; they would not be employed to secure the border against illegal immigration. This task will be met by additional expansion of the PTU. The Police propose to work a 12 hour shift system on Border Control IID. On this basis, to achieve the current Army Manning level (210 men by day and 300 by night), the PTU will be increased by a further 6 companies (4 on the border, one in reserve and one in training). The feasibility of managing this task with one less company will be re-assessed in the light of operational experience. Special APF units could be raised to replace PTU companies withdrawn from the border to meet a threat to internal security. HKG propose to explore the possibility of setting up these specialist units, to which
