The press line which will be issued in Hong Kong on 21 May and can be used here if there is any press interest in London is as follows:

If questioned about the names of the British side, you can say that the Hong Kong Government experts will be Mr R I W Upton, Deputy Secretary for Security, and Mr DY K Tsang, Deputy Secretary/General Duties, and that the British Government representatives will include Mr W R Davies, from the Ministry of Defence, and other officials from Hong Kong Department, FCO.

If asked who the Chinese experts are, you can say that you understand the Chinese team will be led by Mr Wang Jiaji, of the MFA
and will include officials from the Ministries of National Defence and Public Security.

For your information, the talks will take place under the auspices of the Joint Liaison Group and will discuss British and Chinese responsibilities for defence and public order in Hong Kong up to, and after 1997. The talks will take place at the FCO on the mornings of 27 and 28 May, with 29 May held in reserve if necessary. We aim to agree a brief press line with the Chinese sides at the end of the talks.
