HONG KONG:TALKS WITH THE CHINESE ON DEFENCE AND PUBLIC ORDER

1. I attach a copy of a visa telegram covering an additional member of the Chinese delegation to the "expert sub group" meeting on defence and public order shortly to be held in London.

张 included in the list given in Peking's telegram No 823 of 11 May of members of the Chinese team attending this meeting, but omitted from the visa telegram covering other members of the team. Peking's telegram No 823 described Zhang as a researcher of the department of external affairs of the Hong Kong branch of the Xinhua News Agency.

3. We have one earlier reference to Zhang Run on our records. This dates from June 1979, when he was identified as having been granted an Hong Kong entry visa in order to come to take up work as an editor of the Ta Kung Pao.
