Clearance of the Kowloon Walled City

Together with my Deputy and the Deputy Secretary (Special Duties) I discussed the question of the clearance of the Kowloon Walled City with Mr. Qiao Zonghuai, Deputy Secretary General of the Xinhua News Agency Hong Kong Branch and his representatives between 13 September 1986 and 12 January 1987. These contacts followed discussions in the fourth meeting of the Joint Liaison Group in July 1986, which provided an excellent basis for the settlement of the problem. Both sides approached the matter in a practical spirit and sought to avoid reopening sensitive questions. As a result of those discussions the following arrangements for the clearance have been decided.
Clearance Programme

The entire area of the Kowloon Walled City will be cleared and not rebuilt. The area will be developed as a park, with appropriate park-related community facilities. The residents will be rehoused elsewhere, mainly in nearby parts of urban Kowloon. The clearance will be handled in three phases over a period of three years. Broadly, the timetable will be as follows:
(a) 14 January 1987. Public announcement by Hong
Kong Government, to be followed instantly by a one-day "freezing" survey to establish the Occupancy and use of premises on that day. Chinese Government press statement in Peking.
