It has been suggested that the JLG offices

required from mid-1988 might form the nucleus of the

future Consulate-General. But it is now clear that the

conflicting and uncertain demands to be met for the

Consulate-General post-1997 will not be clarified in time

to allow the selection, planning and building processes

to be completed to meet the JLG offices start-up date. The JLG requirement should therefore be handled

separately: some work has already been done on how it

should best be met. We must reach decisions on this in

the next few months so as to have the accommodation ready

by June 1988. There is no reason why the JLG should not subsequently move into the intended Consulate-General

accommodation if it were ready before 1997.

Unquestionably the Central District of Hong Kong

Island is the first choice for the Consulate-General's

location in post-1997 Hong Kong. It is the prime

commercial area and the focal point of Hong Kong's

political and business scene.

foreseeable future. Our objective should be to locate

the Consulate-General in Central if at all possible.
