I attach the following briefing material for your visit to Hong Kong:
This
a paper on the future British Consulate-General in Hong Kong.
Mr McLaren wishes to paper has been agreed between HKD and OED. consider it further before it is passed formally to the Administration: but I think you would find it helpful to see how far we have taken
to be taken our thinking at this stage.
These are covered in a separate, more highly classified
