1. I am minuting separately about each of the posts visited. In each case I will try to avoid going over ground already covered in correspondence but I should be grateful if Heads of Departments would ensure that any administrative problems affecting the posts concerned on which significant decisions have to be taken in the

I have formed views or made qualified commitments during my visit that should be taken into account. The posts concerned were Tokyo, Kuala Lumpur, Jakarta, Singapore, Hong Kong and Bahrain.

General

I had not visited the 2. I found the trip illuminating and useful.

The posts were Far East, apart from Hong Kong, and learnt a lot.

Morale seemed high in varied and each in its way was impressive. all cases (with some reservation about Jakarta) but it was evident that the improvements in conditions of service we are seeking are well focussed on the problems of relatively junior staff and of distant 24 month posts. Jakarta was the only example of a "hard- ship" post with medical problems and even there the difficulties

But the fact that staff are were limited by African standards. clearly by their own estimation and by such impressions as I was able to gain worse off than in the easier conditions of Singapore or Kuala Lumpur illustrates the difficulty of combining our cost of living allowance system with the requirement for equity and motivation.
