VISIT TO SINGAPORE FOR ASEAN POST MINISTERIAL CONFERENCE: 17-20 JUNE
1.
I submit the main briefing folder for the ASEAN Post Ministerial Conference. A draft statement on Afghanistan is included (your minute of 11 June), on which you can draw as necessary. A similar statement on Cambodia will reach you tomorrow, 12 June, together with a brief on the Venice Summit which ECD(E) are preparing. Glossaries are included for Afghanistan and Cambodia/Vietnam.
2. I also attach a programme which the High Commission have drawn up for your visit. We have asked them to clarify whether all three Troika leaders will be expected to attend the dinner on 18 June.
3.
I also submit attached to this minute:
(a) briefing for the calls which you will make on Ministry of Home Affairs officials on the morning of 19 June to discuss drugs matters and falsified passports. (The latter taking the form of a submission from Mr Le Breton.)
(b) A background brief on Singapore incorporating (in paragraphs 4, 5, 17 and 18) an account of the recent arrests made under the Internal Security Act and the potential implications for our bilateral relations.
I understand that HKD are submitting separately briefing on BN (0) passports.
