further contribution British technology can make to Singapore's economic development. A further theme would be to look at the complementary contribution which Singapore and Hong Kong can make in the financial, services and manufacturing sectors. This would enable the Secretary of State to provide a confident picture of Hong Kong and to meet recent Singaporean press criticism that the 1997 settlement is inadequate and that HMG is currently blocking moves to greater democracy in the territory.
