1. Your minutes of 6 and 13 July asked for a further submission on the possibility of the Secretary of State visiting Japan for 5 to 6 days in early January

1988.

RECOMMENDATION

2. I recommend that the Secretary of State should visit from 8-13 January. Sir J Whitehead has been

consulted again and confirms that he would welcome a visit at this time. His provisional soundings with the MFA suggest that these dates should be acceptable to the

Protocol Department concur.

It may not be possible to confirm the visit officially until after the new Foreign Minister has been appointed (in November). But Sir J Whitehead has asked for authority formally to propose these dates to the Japanese if the Secretary of State agrees. I therefore
