ESSENTIAL FACTS
IMPLEMENTATION OF JOINT DECLARATION
The sixth meeting of the Joint Liaison Group was the most
intensive So far in terms of the range of business covered.
Agreement was reached on Hong Kong's participation after 1997 in the
Customs Cooperation Council; on the introduction into Hong Kong
legislation of the term "right of abode" in time for the issue of the first BN (0) passports on 1 July 1987. Other major topics of
discussion included defence and public order and representative
government.

We will be re-opening discussion on establishing a separate
Hong Kong ASA with the Australians during week commencing 7 April.
(For New Zealand)
We expect to start negotiating a separate Hong Kong-New
Zealand ASA during week beginning 1 June.
(For Thailand)
We were to hold talks with the Thais on a separate Hong Kong ASA from 8-11 April. However the Thais have requested more time to
study the draft agreement. We expect a delay of several
before negotiations can start.
