Background
Campaign against building of the Daya Bay nuclear plant was launched last summer, and one million signatures were collected. Attention now switched to safety and contingency planning. Speculation about Harwell report.

(A) Contingency planning.
Line to Take: Report on contingency planning prepared by UK Atomic Energy Authority at Harwell ready later this year. Understand report slightly delayed because Harwell consultants wanted to do additional work following fact-finding trip to HK in May. Slight, delay of report not important as there will be ample time for HK to prepare for nuclear energency measures before plant becomes operational in 1992.
(B) HK people's participation in overseeing implementation of future
Daya Bay contingency plans.
Line to Take: Understand HKG has in principle accepted a suggestion by Legislative Councillors to set up a panel of
experts to deal with Daya Bay issues. Details to be worked out after Harwell report is available.
