HK's Future

Background

Continuing skepticism about HMG and China's commitment to HK and to full implementation of Joint Declaration. Worry about Chinese interference and different interpretation of Joint Declaration, migration of people overseas and impact on HK of Taiwan's relaxation of policy on dealings with PRC.

Possible Areas of Interest to Media

Confidence problem in HK particularly as a result of remarks by Chinese officials.

Line to Take: Joint Declaration sets out framework for HK's development up to middle of next century. Signing of document has removed a large element of uncertainty and enabled people to plan ahead. Where else can one find a place where two sovereign states openly and publicly commit themselves to ensuring continuation of existing systems, freedoms and lifestyle. Joint Declaration ensures that when HK becomes SAR, the economic and legal system plus way of life which have made territory's success possible will continue. Of course questions are still asked about how arrangements will work out in practice. But important point is framework for future is in place. Up to all concerned to make sure it works. (If pressed) Not right for me to comment on reported comments of Chinese officials.

Line to Take: A lot of practical achievements. contracting party to GATT, member of Customs Co-operation Council, transitional arrangements for travel and identity documentation, agreement on how HK will continue to participate in activities of various international organisations. Excellent co-operation in group. Sure this will continue. Also very good co-operation in Land Commission .

Line to Take: Continuing, absolute commitment HMG and Chinese share to seeing agreement fully and faithfully implemented. and Land Commission have produced series of practical achievements towards its implementation. Have every confidence that they will continue to do so in future. Co-operation between two sides very good.
