BRIEFING FOR LORD GLENARTHUR'S VISIT TO SINGAPORE 7/8 OCTOBER

1. Lord Glenarthur will visit Singapore on 7/8 October on his way to the South Pacific Conference in Noumea. (Mr Peart's (SPD) minute of 10 September refers). He will have talks with the Singaporean Foreign Minister,

Mr Dhanabalan, and his Deputy, Mr Wong Kan Seng. He will also address the Foreign Correspondents Association on the subject of "Britain and the Pacific Rim" and will answer questions afterwards.

2. This will be Lord Glenarthur's first visit to Singapore. At his meetings with Singaporean Ministers, he will review a range of bilateral, regional and international issues. SEAD will produce a single, composite brief under each of these headings. I should be grateful if you would provide draft contributions to the briefing in standard format ("Points to Make" and "Background") according to the schedule at Annex 'A', to reach Mr Dennis (Rm E314 as from 21 September) by noon on 23 September. Contributions, particularly "Background", should be as concise as possible.

3. MED and SPD may wish to provide, as their

contributions, copies of the briefing on Iran/Iraq and Fiji already commissioned by Mr Peart.

SEAD will draft Lord Glenarthur's speech to the Foreign Correspondents Association consulting other Departments as necessary. However, Lord Glenarthur will require wide-ranging defensive briefing for the question and answer session which will follow the speech. I should be grateful if contributions to this briefing could be prepared in accordance with the list of subjects at Annex B, in the question and answer format used for PQs and in final form. Questions and answers should be on blue and any necessary concise background on white (headings should be as at Annex B). Three or four comprehensive answers for each subject should suffice. Please could these contributions also be sent to Mr Dennis by noon on 23 September.
