VISIT TO HONG KONG BY LORD GLENARTHUR, 16-19 SEPTEMBER

BRIEFING

1.

As agreed in your minute of 31 July to Mr Hum, I submit a

first draft of our briefing for the Minister's visit to Hong Kong.

2.

Mr Hum saw most of this briefing before he went on leave. I

understand that once the Minister has had the opportunity of a first

reading of the briefs, he would like to discuss the briefing with

the department at llam on 9 September.

These briefs are not quite so formidable as they look.

a good many of them are for background purposes, and are designed to help give Lord Glenarthur a feel for the territory before he arrives. The main subject briefs have points to make divided into those for use with the Governor, those for use with EXCO, and those for use with QMELCO and others. It would be helpful to have confirmation that Lord Glenarthur finds this layout convenient.

The most important events during the visit, apart from Lord Glenarthur's discussions with the Governor, are the meeting with EXCO, the dinner with OMELCO and the press conference.
