VISIT TO HONG KONG BY LORD GLENARTHUR, 16-19 SEPTEMBER

BRIEF NO 16: PRESS CONFERENCE

(iv)

Implementation of Joint Declaration and JLG matters

(Pleased with progress at JLG VII?

1.

Yes. As usual, useful discussion on range of issues in

positive, friendly atmosphere. My first experience of JLG; very

struck by commitment of both sides to seeking practical arrangements

of benefit to Hong Kong.

(Fewer positive results than usual?)

2.

Unrealistic to expect long list of concrete achievement each

time. JLG working for long-term interests of Hong Kong: do not assess its success/failure in terms of instant achievement.

(JLG achievements so far?)

3.

-

Many practical achievements to date eg Hong Kong's separate

status in GATT, agreement to establish separate shipping register, transitional arrangements for travel and identity documents.

Excellent co-operation in JLG - sure this will continue.

(If pressed on agenda)

4.

Agenda confidential.

(Implementation of Joint Declaration?)

5.

work.

Proceeding well. Both sides fully committed to making it

(Chinese deviation from Joint Declaration?)

6.

No.

China, like HMG, committed to faithful implementation of

this legally binding agreement.

(British deviation/sell out to Chinese?)

7.

Absolutely not. HMG will "fulfill their responsibilities to the people of Hong Kong and will continue to co-operate with the Chinese government to carry out the Sino-British Joint Declaration"
