Unlikely to achieve international support if Vietnamese refugee issue taken out of wider context of Indo-Chinese refugee problem as a whole. Wider conference on Indochina sure to become enmeshed in Cambodia issue. Firmly believe our discussions between UNHCR and major resettlement countries offer best hope of finding long-term solution.
