Aware that in past months increase in rate of arrivals of refugees from Vietnam and decline in resettlement rate is increasing burdens on Hong Kong, leading to political pressure for tougher policies. Doing all we realistically can to help. Pursuing our resettlement campaign. Also seeking longer-term solutions in concert with UNHCR and other western governments. constraints: anything more you feel we can do, within these

constraints, to help?

In recent exchanges Key to repatriation lies with Vietnam. with Vietnamese have not detected any shift in Vietnamese line. will continue to press Vietnamese and to explore with others means of exerting pressure on them.

Have followed closely developments in influx of ex-China Vietnamese into Hong Kong. Great admiration for way you have coped. Will continue to do all we can to ensure early return of all to China. Must ensure Chinese bureaucracy remains sufficiently stimulated to overcome characteristic inertia. Anything more we can

do to help?

Aware of your serious concern and that of Hong Kong public, over this continuing problem. Working actively to tackle it. Urging other countries to do more to help following our decision to accept for resettlement more Vietnamese refugees from Hong Kong.
