ExCo's

advice when considering what agreement would ultimately be acceptable to Hong Kong opinion, and ExCo visited London to meet Ministers at several important stages in the negotiations. endorsement of the terms of the draft agreement was an important factor in Hong Kong people's eventual acceptance of its terms and thus in HMG's decision to approve the agreement.

A further important factor in ExCo's new role has been the development of a more political atmosphere in OMELCO.

The

continuation of an overlap between ExCo and LegCo membership (including the appointment of elected members to ExCo) has enabled ExCo to reflect to the Governor possible OMELCO reaction on important policy issues.

Since 1984 ExCo has remained closely involved in

advising the Governor on matters affecting the implementation of the

Joint Declaration.
