Arguments

The Secretary of State wishes to re-instate his visit to Japan planned for May but cancelled because of the election. The last bilateral consultations at Foreign Minister level took place when Mr Abe visited London in January 1986. It is important to keep up the momentum, develop our political relationship and maintain the pressure on trade problems.
