LORD GLENARTHUR'S VISIT TO HONG KONG (16-19 SEPTEMBER), PHILIPPINES (19-22 SEPTEMBER) AND INDONESIA (22-25 SEPTEMBER)

Lord Glenarthur will be visiting Hong Kong, the Philippines and Indonesia between 16 and 25 September. will be accompanied by Mr Reddaway and Mr McLaren. minute calls for briefs for use in the Philippines and Indonesia. Briefing for Hong Kong will be covered separately by HKD.

2. Lord Glenarthur's visit to the Philippines will be the first bilateral visit by a British Minister since President Aquino took office in February 1986. The objectives of the visit will be to reaffirm our support for Mrs Aquino's Government, and to advance our commercial interests as the Philippines economy begins to pick up. In Indonesia the objectives will be to foster our existing good relations and to safeguard the climate for commercial and defence sales.

3. Briefs should be in standard format (Circular 170/87 of 15 July 1987, copy attached). Please bear in mind when preparing background that Lord Glenarthur has not previously visited the Philippines or Indonesia.

4. Lord Glenarthur has asked for briefing to reach him in draft form on 4 September. Please therefore ensure that briefs reach Tricia Holland in SEAD by close of play on Friday 28 August.

OED are asked to provide briefing on the proposed new Chancery premises in Manila, and on the search for a new Residence in Jakarta.
