8. Brief No 15 contains an outline of brief remarks which the Minister might make at his dinner with OMELCO on 18 September.

9. Brief No 16 brings together all the material for the Minister's press conference. It comprises short opening remarks, then a series of sections on individual topics including bull points and defensive material. Journalists' questions may be direct and insistent to the point of rudeness. Finally there are short factual briefs (Briefs A to J) which provide background information on Hong Kong's government structure, development and trade: some of these have been drafted by

the Hong Kong Government.

10. Annex B to this brief contains personality notes on the Governor and senior officials in the Hong Kong Government. Annex C is a map

of Hong Kong.
