VISIT TO HONG KONG BY LORD GLENARTHUR,

BRIEF NO 1: STEERING BRIEF
1. The objectives of Lord Glenarthur's visit to Hong Kong may be
defined as follows:

to allow the Minister to familiarise himself with the territory, its political preoccupations and its physical
development;
to provide opportunities for discussion with the Governor and his official and unofficial advisers, and for contact with a
wide range of Hong Kong people;
to demonstrate HMG's continuing commitment to the territory and its future at a particularly sensitive time in its
history.

2. The Minister's programme (Annex A) comprises three elements. will have meetings with the Governor; with senior officials of the Hong Kong Government; with the Executive Council; and with staff of the British Trade Commission. He will meet less formally the non-official members of the Executive and Legislative Councils (known collectively as OMELCO); members of the two Municipal Councils (the Urban Council and the Regional Council); members of a District Board; representatives of the professions; businessmen; and
There will be administrative officers of the Hong Kong Government.
a series of briefings and visits covering infrastructural development; town planning and housing; industry; the container terminal; centres housing Vietnamese refugees; the border and police operations. Finally there will be a press conference.
