Mr. He Xiar (Director of Guangdong Planning Commission) saio that the national economic plan had considerable hearing on the projection of freight traffic and thus they needed

answered together. In order to

assess/estimate the growth of freight traffic in

Guangdong, the economic growth in Hunan, Jiangxi, Henar,

Guangxi haq to be considered as a lot of traffic was interprovincial. The Guangdong forecasts were worked

out for different sectors and by different methods.

Guangdong had also jointly worked with the Transport

Research Institute of the State on some projections.

There were separate projections for rail, highways and

waterways.

Mr.

Lui Yilin (Deputy Director of Guangdong Planning

Commission) added that the accuracy and reliability of

the forecasts had to take into consideration the foreign

trading policy set by Live central government, the historical development of the network, developments in

neighbouring provinces, as well as the economic growth in Guangoong itself. For example, the completion of the railway between Guangzhou and Maoming would generate considerable traffic to Guangzhou from the south-westerr provinces. Pe noted that many factors were interrelated and achieving high accuracy in forecasting might not be
