1.3.1 The Hong Kong delegation was headed by Sir David

Akers-Jones, Special Adviser to the Governor. Other

members included the Secretary for Lands and Works, the

Commissioner for Transport, the Director of Marine,

representatives of the Economic Services Branch, Lands
