Work on the Lok Ma Chau bridge was going well

and completion was scheduled for the end of 1988. As for the

flood control project, many problems had been disscussed and

much work completed. It was a pity however that an agreement

had not yet been reached.

4. Mr Clift agreed that Lok Ma Chau was important as was work

on the Shenzhen river. It was vital that the two sides should

be informed of each other's plans for development. The Acting

Governor had recently given a briefing to Ambassador Ke Zaishuo

on such plans in Hong Kong in the short, medium and long term.

Sir David had stressed the need to keep in close contact with

the Special Economic Zone and Guangdong because he recognised

that Hong Kong's development was closely linked to theirs. Mr

Clift asked about the plans for the superhighway from Shenzhen

to Guangzhou.

Before answering the question Mr Zhang gave a general

briefing on Shenzhen. In 1986 the industrial output was 3.5

billion RMB which represented a 33.3% increase over 1985.

Agricultural output was 250 million RMB

-

a 30% increase over

the previous year. Foreign investment amounted to $US400

million. The first part of Shajiao power plant was due to

commence operation in 1988. Chiwan and Shekou ports had been

well utilised. The pier at Tong Jiaotou became operational at

the beginning of 1986 and construction of the port at Ma Wan

had begun. As for the superhighway, he understood that
