Mr Clift mentioned the helpful discussions that had already been held on boat wives between his predecessor and Mr Zhang Qingping. He expressed gratitude for the practical approach adopted by the Chinese which had resulted in the agreement between the two sides on the question of boat wives.

From the press he understood that 10 registration points had been set up to issue boat wives with one-way exit permits. On the Hong Kong side Mr Clift said the Secretary for Security had announced the scheme in the Legislative Council on 7 January following the exchange of letters on 5 and 6 January between the two sides confirming the scheme

The Chinese list of boat wives which had been received in early January had now been compared against the Hong Kong list. The comparison showed that the total number of boat wives on both lists exceeded the ceiling of 1650 by 149. There were 754 wives and 132 children on both lists. 568 wives and 112 children were on the Chinese list but not on the Hong Kong list. And finally, 213 wives and 20 children appeared on the Hong Kong list but not on the Chinese list.
