We spoke today about a proposed visit by Mr John Gardner.

Mr Gardner is a Chief Executive Officer serving in Trade.

The and Industry Branch, Government Secretariat, Hong Kong. Branch has overall administrative responsibility for Hong Kong's overseas offices, and Mr Gardner is largely involved in management and resource planning. In the discharge of his duties, it will be of immense benefit to him if he can gain some insight into the work of the FCO, including the Hong Kong Department and the present policy and trend in FCO Diplomatic Service Overseas Allowances.

I should be most grateful if you could arrange for Mr John Gardner to visit the FCO, i.e. your office and the Department which deals with Diplomatic Service Overseas Allowances, on 5th, 6th or 7th of October this year.

If you would be so kind as to confirm one of these dates, I shall advise Mr Gardner to see Clinton, yourself and/or your replacements in the first instance on the day.
