We have tried yesterday and today to give you a comprehensive picture of

our present development and future development planning. Very briefly, since

the mid-seventies, we have spent most of our efforts on development mainly

aimed at providing proper housing and a better living environment for a very

dense population. We have spert an average of around $10 billion a year on capital works and housing. We will be continuing this level of effort

some time.

But we must nov give more attention to our economic infrastructure, in

which context our links with Cuangdong and SEZ are very important. For the

most pressing of economic issues is the expansion of the port, particularly

the container port, and the links with it to the manufacturing areas in Rong Kong and China which feed it. As Mr. Higginson explained, after we have built

a seventh terminal in Kwai Chung, further expansion of the container port must

be in another place. We have a choice of several areas, but all are expensive

and will be expensive to connect to our road system. You will recall that he

mentioned Kwai Chung Terminal 6 is a $2 billion project, and future container

expenditure will be at least as costly. It is because of this high expense that it becomes so important to decide where a further airport might be built

when the capacity of Kai Tak is saturated.
