The banquet hosted by Mayor Jiang Zemin on 2 December was

a very convivial occasion on which he demonstrated his considerable public relations skills in speaking warmly and effectively without notes. The main point of political interest was his telling the Governor that the combined Party and Government jobs are too much and that he expects a new Mayor to be elected at the next Shanghai Municipal Congress (in April). He gave no hint, however, about his likely successor.
