Inclusion of Mai Po/Deep Bay on the Ramsar List

Thank you for your letter (16) in ECON 1/5641/85, dated 5 June 1987.

Regarding paragraph 1 of your letter, there never was any suggestion that the present arrangements whereby the area is designated as a Site of Special Scientific Interest and receives various forms of legal protection was not "working effectively",and your comments in this regard lead me to wonder whether the function of the Ramsar List of Wetlands of International Importance is fully appreciated. The international importance of a site relates to its biological characteristics - which you do not mention in your letter. As noted in my letter 3 April 1987, we consider that the site does qualify for inclusion in the List and this was supported in discussions with the International Waterfowl Research Bureau. The fact that you consider the existing protective measures to be effective adds further support to the proposal.

I regret that your letter gives no explanation of your decision not to request the U.K. to include Deep Bay in the Ramsar List and I should be grateful if you would provide us with your reasons for this decision.
