Inclusion of Mai Po/Deep Bay on the Ramsar List
propose that Hong Kong requests the United Kingdom to include the Mai Po/Deep Bay area in the List of Wetlands of International Importance.
United Kingdom extended its ratification of the Convention on Wetlands of International Importance, Especially as Waterfowl Habitat (the Ramsar Convention) to Hong Kong on 10 September 1979. Hong Kong's request for inclusion under the Covention was a declaration of intent to promote wetland conservation and was welcomed by the
conservation movement.
Contracting Parties shall designate at least one site for inclusion in a List of Wetlands of International Importance at the time of signing, ratifying or acceding to the Convention, and may designate more sites if they so choose. The U.K. has already listed about 20 sites and at least two U.K. Dependent Territories in the Carribean have requested that sites be included.
The importance of the Mai Po/Deep Bay wetland area for both its flora and fauna has long been recognised by scientists, both locally and overseas, and by the Hong Kong Government.

The Hong Kong Government first implemented controls on the hunting of certain waterfowl in 1885 (The Preservation of Wild Birds and Game Ordinance). Subsequently controls were tightened and protection extened to other wetland creatures, e.g. the Otter Lutra lutra 1936. By 1973, all hunting of birds in
birds in the Mai Po area was prohibited. This was followed by declaring the Mai Po Marshes a Site of Special Scientific Interest in 1975 and restricting access to the area under the provisions of the Wild Birds and Wild Mammals Protection Ordinance in 1976. The banning of all hunting throughout Hong Kong in 1981 further benefitted former game, such as wildfowl. Most recently has been the notification of the whole of Inner Bay as a Site of Special Scientific Interest (in June 1986).
