It only states that such military forces as may be stationed in Hong Kong SAR may be so stationed for the purpose of defence and not for any other purpose; and that they are on no account to interfere with the internal affairs of Hong Kong SAR. Source documents of the negotiations may prove me wrong but the chances for the need of a defence force for Hong Kong seems to me very remote.
Cultural Traditions of Residents of Portuguese Descent (Section V of Annex 1)
This provision is designed to look after the interest of the Macanese. They are a very vocal group, though their members are diminishing. They speak their own patois and their cultural traditions are neither Portuguese nor Chinese but contain elements of both.
Protection of Cultural Relics (Section VII of Annex 1)
Macau has a history of 400 years and therefore has ancient monuments that should not make way for new casinos, hotels etc. The Portuguese do not wish every vestige of their presence in Macau to disappear.
Right of Abode (Section IX of Annex 1)
Portuguese born in Macau do not need seven years residence. This is another concession to the Macanese, many of whom have lived in Macau for many generations. In view of their close connection with the territory, it would not be fair to deal with them in the same way as other non-Chinese. However, unlike Chinese nationals, they are required to take Macau as their place of permanent residence. No reference is made for their children under 18 born in Macau because their children would be Portuguese and be treated exactly like them.
There is no provision similar to our indent 3. Macau hardly has an ethnic minority (after the seizure of Goa Indians were for a very long time exiled from Macau) and such as they are should not (I presume that this is the rationale) be treated better than the Macanese. They will therefore have to make a declaration also.
