Born 21 August 1927. Graduated in electro-technical engineering from the Lisbon Higher Technical Institute in 1951. Has spent much of his career both in Portugal and Angola with the Portuguese heavy engineering company, SOREFAME.

Elected to the Assembly of the Republic in 1976 as a member of the Socialist Party and appointed Secretary of State (Minister of State equivalent) for Heavy Industry. Became Minister for Industry and Technology in 1978. Both these short appointments were in governments led by Mario Soares. In between these ministerial appointments he was made Vice Governor of the Bank of Portugal and President of the Commission for European Integration. From 1978-83 he returned to SOREFAME before returning to public office as Minister for the Sea, and later Minister for Social Infrastructure, again under Soares, in 1983-84. Currently holds post of President of Metalgest, holding company for SOREFAME.

Made little impact during any of his periods in ministerial office. His political career has always been hitched to

President Soares and he is regarded as very close to the latter.

Separated with two daughters.

Has a reasonable standard of English.
