The Governor of Macao gave his annual lunch for the Consular Corps on 7 March. Disappointingly, we gleaned absolutely nothing about the progress of the talks between the Portuguese and Chinese authorities. When I asked the Governor what was happening he shrugged and said "I am only the Governor." He said the talks were being handled by diplomats and he was not involved. He said, rather wistfully, that he understood the arrangement in Hong Kong had been quite different.
