Since Government organisations were not meant to run commercial enterprises it had set up a corporation called the Shanxi Economic Development Corporation (Shanxi jingji baifa gongsi) which would be housed in splendid new six storey building. The Corporation. had got off the ground but was not yet ready for business having reached only the fourth floor in the construction of the building.

The Office acted as a liaison centre not only for the provincial government but also for other official organisations.
(the Party Committee, the People's Congress and the People's Consultative Committee). Since the focus of the country's work had switched to economic modernisation, the main emphasis of the office's work was on economic co-operation. It would liaise with the appropriate central government departments and organisations to learn more about government policies or relevant economic experience from other areas, and then transmit it to Shanxi. The office was not the sole means of communication between Shanxi and the central government. On most important matters the centre would deal directly with Shanxi.

In addition to the office in Peking, Shanxi also had offices in Shanghai, Tianjin, Nanjing, Shenyang, Shenzhen and Qinhuangdao (or Qingdao, I could not hear properly, in either case it was because it was the main port for the export of Shanxi's coal). It also planned to open an office in Xiamen. These offices dealt mainly with economic and commercial matters. The offices were established under State Council Regulations for the Work of Offices (Guowuyuan banshi chu gongzuo tiaolie).
I have not been able to trace these in reference works available here and Mr Wang intimated that they were "neibu". The establishment of an office in Peking needed approval of the State Council. To establish offices in other cities was a matter of agreement between the provincial governments concerned.
