All the Vice-Premiers and most of the Ministers are members of the new Central Committee, but there has been a significant fall off in the number of State Councillors (only five of the eleven people holding the post are now on the Central Committee).

The Ministry of Foreign Affairs maintains one of the strongest representations among the Ministries with two full (the Minister Wu Xueqian and Vice Minister Qian Qichen) as well as two alternate members (Han Xu, Ambassador to the United States and Vice Minister Qi Huaiyuan). Of these, Qi Huaiyuan is newly elected, in effect taking the place of Vice-Minister Yao Guang who lost his membership of the body. Qi Huaiyuan is responsible for Middle East affairs as well as Consular and Information matters. If Qian Qichen is the man waiting to take over from Wu Xueqian when he leaves the Ministry, then Qi is clearly being prepared as the next in line after Qian. Qi hosted the banquet for the Joint Liaison Group in Zhou Nan's absence and talked knowledgeably about his parish.

The six State Councillors who do not hold membership of the Central Committee are Gu Mu, Kang Shien, Zhang Aiping, Fang Yi, Ji Pengfei and Zhang Jingfu. All are in their seventies and are likely to retire at or before the next full National People's Congress session in the spring of next year. The exact timing will depend in part on the availability of successors (eg for Zhang Aiping as Minister of Defence). Eight Ministers are not members of the Committee. They are :
