CHINA'S FOREIGN POLICY

1. Lord Glenarthur has read with interest Sir R Evans' despatch on China's Foreign Policy, and comments from Mr McLaren, Mr Fletcher-Cooke and Mr Buckle.

Lord Glenarthur is impressed by Sir R Evans' analysis survey of the history of China's foreign policy. But he thinks the despatch might have been more useful if it had looked in greater detail at what HMG - and others - should be trying to do to shape and develop relations with China and Chinese attitudes. He has noted a number of points, in particular in paragraphs 19-24; but would welcome some recommendations stemming from them. He wonders whether the department have in mind to ask for a follow-up piece or whether the Post's annual objectives exercise can be expected to cover the same ground.
