Letters are also written direct to governments; local governments and party organisations above county level have, it is reported in the press, 33,000 officials working specifically on letters and visits from the people. As another example, 19 of the 40 major cases being investigated by the Peking Discipline Inspection Commission were initiated by letters from the appeal.

In some cases, where the Chinese laws or regulations specifically so provide, it is now possible to appeal to the courts for redress against actions taken by government departments under the legislations. A recent and from the plaintiff's point of view unsuccessful action was reported in China Legal News of 16 October. Wang Baoliu, a student at Dalian Industrial Academy, was sentenced to 15 days detention and ordered to pay Yuan 276.44 in damages by the Public Security Bureau under the Security Administration Punishment Regulations. Wang had got drunk and wounded a fellow student with a broken beer bottle. He appealed against this action, but the court held that it had been justified and that the sentence should stand.
