(i) between individual departments on the basis of
direct interest;
(ii)
a special effort on the PADS study and
Metroplan;
(iii) a regular, annual senior visit headed by SLW.
SES asked about the stage at which a briefing on PADS
would be given. SLW explained that the first output of the
study (on the container port beyond Terminal 7) would be ready
by mid-1988. A first briefing could take place then. There
was unlikely to be further information on the airport for some
time yet. He hoped that in the long-term more formal contacts on overall planning could take place as the Pearl River Delta developed, as had been the intention behind this initial
visit. CS asked SLW to prepare a note on follow-up for the
Governor.

CS also asked members to provide to the Secretary
information on their various cross-border contacts and visits
(other than the well-known police, immigration and customs
liaison links). This would enable a note to be prepared for
the Governor. RS/NT commented that information derived from
such contacts was often confusing. It was important to be able to pick out the viable projects from among those mooted by the
various Chinese authorities, who appeared to compete among
themselves. CS agreed, and asked members to keep the Secretary
informed in future of all snippets of information picked up
through cross-border contacts, no matter how confusing or
contradictory.
