facilities to all road users. Five spaces would in fact give the Embassy more parking spaces than any other mission in the Westminster City Council area. We acknowledge that efforts have been made by the Embassy and that their current performance is better than it was when our parking policy was introduced in 1985. However, the figures are still far too high and Ministers are committed to solve the problem. I therefore must urge that Mr Gillmore's offer be given further urgent consideration. I regret that if you find that you cannot accept the offer, we will have no option but to request the withdrawal of the accredited member of your staff who you nominate as primarily responsible for the breaches of ur parking laws. In the absence of anyone being

nominated we would have to choose a candidate ourselves.
