Many thanks for your letter of 28 July and its treasure trove of enclosures. Xu Qichao's high opinion of Hong Kong's economic value to China will do us no harm. We have noted Xu's kind informal remark about a visit by the Governor. might well be interested in a visit to Zhejiang at some stage, although other visits, such as Guangdong, must come first.

I have been unable to find out much about Xu's activities

in Hong Kong. He has been coming here since 1982, and is issued with a six month multiple entry visa; the latest one was issued in August this year, so his interest in Hong Kong clearly continues. He came here in May 1985 to take up employment for one year as a staff member of the Fuchuen Company (first registered July 1984), which we believe still does represent Zhejiang trading interests. The company registered as the Fuchuen Company Limited in April 1986 and Xu was listed as a Director; his visa applications are sponsored by the company.

If I come across any more than these dry details I shall let you know.
