of interest in the subject which affects all diplomatic
missions in London. Ministers have asked me to say that
they very much hope we can now find a solution to the
problem as it affects the Chinese Embassy.
2. As Mr Gillmore made clear on 14 April, we would
disregard all past fines in return for an undertaking
that no further fines were incurred by the Mission.

3. This offer still stands. In that context, I was
pleased to learn that during a recent lunch with
Mr Cooper, the Head of our Far Eastern Department,
Mr Zhang Yijun indicated that we would soon note an
improvement in the Embassy's parking record. We look
forward to that. Mr Zhang went on to say that, on
instructions from your Ministry of Foreign Affairs, the
Embassy would pay any future fines selectively. Can
you explain what this means? In any case, I very much
hope that this will lead to a very substantial decrease
in the number of unpaid fines incurred by the Embassy.
