It has been the practice in the past for me to forward 710 to Hong Kong Department the economic reports discussed by the China Relations Committee, which are produced by the Economic Analysis Division of Economic Services Branch and fed through the China Economic Committee. See, for example, my letter
of 16 July to Richard Lavers.
I am happy to enclose the latest two reports discussed by the CRC on 2 October. They are:
Developments in Hong Kong China Economic Relations, second quarter of 1987; and
China's foreign exchange control and its external sector balance.
As usual, any comments which you or copy addressees have are welcome direct to Economic Services Branch, with a copy to
me.
I also enclose copy of a memo and related paper, also produced by EAD (but not yet discussed at the CRC), on Hong Kong's contribution to China's foreign exchange earnings. You may wish to consider whether it would also be worth passing a copy of this paper to the Cabinet Office.
