It was
arrivals and the diminishing resettlement rate. designed to deter Vietnamese from arriving in Hong Kong and at first seemed to have some effect. Arrivals in
1983 were fewer than half those in 1982 (7,836 down to
3,651). Under this policy all refugees arriving in Hong Kong are accommodated in closed centres managed by Correctional Services Department of the Hong Kong
Government. Those who arrived before 2 July 1982 are accommodated in oper.. centre managed by Hong Kong Christian Aid for Refugees on behalf of the UNHCR.
9. As at 14 September 1987, there was a total of 9,140 refugees in Hong Kong, of whom 5,984 (65%) were in closed centres and 3,156 (35%) in open centres.
10. A World in Action programme broadcast on 19 October criticised the conditions in the closed camps. The Hong Kong Government maintains however, that given the large number of refugees housed here, the camps are well run and the conditions as humane as possible. We accept that
this is the case.
