THE DEPARTURE OF THE CHINESE AMBASSADOR: FAREWELL DINNER
PARTY SPEECH
1. I understand the Secretary of State wishes to consider whether to issue tonight's speech to the press. As requested, I therefore resubmit the speech in prose
form, with brief subheads. The personal remarks at the
beginning and end of the speech are in square brackets
but Secretary of State may feel that these add some
personal interest to the speech and should be left in.
2. News Dept advise that the deadline for tomorrow's
national papers has already passed, and they doubt there would be much interest for Saturday's papers. They are
however considering whether the speech might nevertheless
be distributed at Friday's press conference, with a view
to publication in a journal or diary column. HKD concur.
