CS thanked ESB for another useful paper, and suggested that future versions might usefully include

analytical points along the lines of those just made

by PAS(ES)E.

In discussion of the paper, the following points were made:

paras 4 and 6: it was noted that the Shajiao

A and B power stations were very recent improvements to the electricity supply

situation. There were hints that Gordon Wu

would develop further plants at Shajiao, but concentration in one area would require

greater investment in infrastructure such as

transmission lines. CS had heard that CLP

were interested in investing in power stations and distribution systems, and that the Chinese were encouraging them to

participate in JVS. SLW said that the

Strategic Planning Unit had been told that

much rail capacity would be taken up by moving coal southward, which would push other traffic onto the roads. This appeared to be an attempt to develop Guangdong's industry at

the expense of other areas.

para 8: CS pointed out that there had been

much talk of decentralisation of civil

aviation in the past which had come to

nothing. The Secretary said that there had

been advertisements for a "China United

Airlines operating from Shanghai. SLW said that he understood that one purpose of
