Again, by no coincidence, Robert Cottrell in Hong Kong had just written his piece about the "Mirror" propaganda blast against democratisation of Hong Kong's political system (copy attached for easy reference). I think Madam Zhang's visit is part of a concerted and co-ordinated United Front exercise, primarily directed against constitutional change in Hong Kong. In the long run I think there will be further attempts to draw this Office, the HKTDC and HKTA into the ambit of the Chinese Embassy.

You will have a chance to judge Madam Zhang's performance when she attends the next JLG meeting in Hong Kong in March. She hopes to meet and make friends with Hong Kong people "at all levels" using her own "contacts", which presumably means the NCNA, Bank of China and fellow-travellers.
