participation in trade exhibitions. Secured trade related

bilateral agreements, established government assisted

scholarship schemes and encouraged COI sponsored visits.

The visits to the UK by Premier Zhao in 1985 and the

Communist Party General Secretary Hu in 1986, and The

Queen's State Visit to China in October 1986, have set the

seal on the bilateral relationship. There are now new

opportunities for further development and thickening up of

the relationship.

Access to Decision Makers

(VII) Access by HMA in Peking, the Consul-General in

Shanghai and their staff, is good. The Embassy and Consular

staff have regular contact with the Ministry of Foreign

Affairs and with other Ministries through the appropriate

Foreign Affairs Bureau.

BRITISH INTERESTS

11. Most Western countries share our interest in

encouraging the Chinese to play a fuller part in the world's

affairs, and strengthen their economy. As such they are

also rivals in the Chinese market. Japan has consolidated

her leading position as a trading partner. Since 1979, the

USA has sought to develop a strategic relationship with

China, witn some success, and has become the leading

supplier of defence equipment.

Within the Community the FRG

offers the strongest competition.
